Union sought declaratory judgment and injunction prohibiting board of education from enforcing its conflict of interest policy, prohibiting all employees from active campaigning on school property on behalf of any candidate. The Superior Court, Chancery Division, Sussex County, granted board’s motion for summary judgment, and union appealed. The Superior Court, Appellate Division, Baime, P.J.A.D., held that board’s conflict of interest policy was unconstitutional.
